Fixing Windows Update Error 0x800A138F

It's been a while since I've posted here so I figured I'd start with a tip.
I like to keep my machines updated by using Windows Update, Microsoft's free update tool that makes sure you always have the latest patches installed without letting Microsoft know what you have installed. With the recent virus outbreaks, you'd think that people (especially IT Admins) must be avoiding Windows Update at all cost because Microsoft has had fixes for these issues on there well before any virus was even written. In the case of this ramped email virus that flooded everybody's inbox, a fix for Outlook has been available on Office Update for about two years.
Anyway, at work I got a new machine, and imagine my surprise when Windows Update suddenly stopped working and reported Error 0x800A138F. Searching Google I found that people were quick to blame Windows 2000 Service Pack 3. It has nothing to do with Service Pack 3 guys!
I looked at the Windows Update logs on my machine, and what do you know? Microsoft switched from hosting the updates locally to using bandwidth company Akamai to host their updates. Akamai has hundreds if not thousands of servers, many of which I block because they are known to be used to host ads, and I've taken the stand that since I've rarely seen a helpful ad that I want to click on, I might as well prevent them from even loading, making web pages load faster and be less cluttered with junk. Well, what do you know... Microsoft's Windows Update has been moved to an Akamai server that was once (and maybe still is) known to host ads.
So basically, by blocking that server, I was blocking Windows Update access to the catalog of updates, and the tool could not run.
If you are having this problem the akamai.net address to remove from your HOSTS file is a248.e.akamai.net.
If you want to block ads by simply updating a text file in Windows, check out How to make the Internet not suck as much. It's updated regularly.
UPDATE WITH MORE HELP: (Sept 2, 2003)
Try visiting https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp right now.
You should see something like:
<catalog>
<provider />
< FONT>catalog>
If you do not see this, then you are being blocked from a248.e.akamai.net, the server that Windows Update uses to store the update list.
If this is the case, then you should look at your HOSTS file. This file is located here:
C:\Windows\System32\Drivers\Etc (Your Windows directory might be called WinNT or something else, and it might not be on your C drive).
Open the HOSTS file in notepad. It might be a large file and take some time. Search for a248.e.akamai.net. Remove the whole line, including the ip address. Save the file. You shouldn't need to reboot but you should close all IE windows. Now try https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp again.
If it works, then go to http://WindowsUpdate.Microsoft.com and get your Updates. If it still does not work then your company or your ISP may be blocking this hostname.
If you are using Internet Connection Sharing then all computers use the HOSTS file from the main computer. If you are using some shareware program for blocking ads then you should check to see what servers it is blocking. If you are using a illegal Windows XP key that you got from a friend or off the Internet, then Microsoft may have blocked you from accessing Windows Update.
If none of these things fix it, post here. Windows Update is something that should always work, but if it doesn't there might be something bigger wrong with your machine, such as spyware, a virus, a bad install, incorrect security settings, or lack of sufficient harddrive space.

Yes, yes, yes! I've been Googling 10 nights to find solution to 0x800A138F problem and you're right -- the reason Windows Update didn't work anymore was the a248.e.akamai.net line in hosts file.

In a corporate environment, ask your firewall administrator to remove the blocked site. I found that the site was blocked by firewall. Maybe some personal firewall, too.

if you are using static ip addresses try changing the ip address of the workstations that will not update to an address that has https protocols. once i did that and tried the updates again it worked fine, then when you are done change the ip address back to what it was before. the workstations i had problems on doing the windows updates only had http access. good luck

hey playbaby - i've been following your comments from another site (because I was having the same problem), and I found that he's right on target as far as fixing the problem.
i didn't know what how to find "a248.e.akamai.net" either and then i thought about my ad-blocking/pop-up stopping software that has a list of sites not to allow content from (i.e., not to allow these sources to interact with my computer) and when I went into my software (AdsGone) and looked at what sites are blocked, I found "a248.e.akamai.net" in the listing and then removed it from my "sites to be blocked" (or whatever it says) list...

I have tried everything to get Windows Update to work. I've checked hosts file..nothing. I've checked my firewall..nothing. I've checked pop-up blocker..nothing. I updated the certificate..nothing. Anyone have any other ideas? I need to find an answer before I yank out the rest of my hair!

I can see how that wouldnt work if the site were blocked but I didnt have that site blocked.. HOWEVER, the servers that i was working on had the wrong dates.. it seems that there was a date change on the system after the initiate SSL certificate acceptance from microsoft.. They were more than 100 days old.. i changed the dates and the update page worked just fine.. r

doowopoldie.. i was just using the update.log file to verify where my updates were hitting.. one my personal machine i am still hitting v4.microsoft.. but on the servers that i was having issues i am hitting akamai.net.. it was just a coincidence that i had a possible blocked site and another error.. in my case it was another error.. someone changed the dates back on the servers.. hope that helps..

How to open the HOSTS file in Notepad:
1) Start Menu.. Run.. notepad
2) Find the HOSTS file in your windows\System32\drivers\etc directory.
3) Drag it onto the Notepad window.
4) Make the changes and save it.

I use kazaa and kazaa made a host file that blocked it. But......it wasnt Akamai.net but Akamai.com....
Not sure if they are one in the same but the IP listed before it may have been which would mean you could have Akamai.org or whatever in there and it would still block Akamai.net if the IP listed before it is correct.

Had the 0x800A138F error. Checking IE Cipher Strength, it was set to Zero. Re-downloaded IE 6.0.
I can now get on the Windows site and get the updates.

Your fix sort of helped. Trying to update my girlfriend's laptop, after wiping clean Win98 would not update. Going directly to Windows Update always fails. Clicking on https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp works fine, I have to accept a certificate, then if I go to to http://WindowsUpdate.Microsoft.com immediately after I can update. Why does this work? I have no idea. First time I tried Update the computer date was set to 2006, MS said that my cause problem with certificate verification, but the problem still exists after setting correct date. Windows Update still will not work unless "primed" by going to the Akamai site first. A strange workaround, but I'll take it. Thanks for the site.

I *finally* got mine working (winXP Pro) by adding a language in InterNet Explorer, as linked above I believe. Just add "English-US" to your languages in IE if all else fails :)

In my case, the date/time on my PC was wrong (seriously wrong).

Another solution: check your firewall. My Norton firewall woke up this morning and was blocking the Akamai page. Finally figured out that a piece of my home phone number, which I was blocking in Norton custom confidential information, was now the same as a string needed to open the Akamai page. i unblocked my phone number and now Windows Update works fine.

If all this fails, try logging in as a different user with admin rights. If it then works, there is an issue with the profile being corrupted. It is covered in Microsofts KB # 813444 at the bottom...

I had problems too, i was running spyblocker which blocked the akami sites in the hosts file but clearing it didn't help, but removing the outdated certificates in explorer worked wonders now it works.

i have been looking to fix this problem since i installed XP Pro. I came here and now it is fixed.:0) Under internet options/content then click Clear SLL State. Fixed it for me hope it helps

I had the 0x800A138F error on Win98, looked in the error log. Noticed that the akami was the problem and tried to open the address in my browser. The brower was complaining because the certficate appeared to be invalid.
The problem was that my computer had the wrong date which made the SSL cert appear to be from the future.

No luck. I can not get to the site https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp on IE 6.0 eventhough I have tried everything. But I can get to it via Netscape 7.1 so I know my ISP is not blocking it. SSL 2.0 and 3.0 is selected. Host does not have any entries that have akamimi in it or microsoft. What else should I try?

My windows update wasn't working and I found this invalid akamai ssl cert on my pc. But opening a window to https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp BEFORE opening windowsupdate fixes it. I found that after blaster m$ use ssl for windows update and thats what the a248.e.akamai.net is.

All of these options are great, and the Akamai test link is a life saver. In my case, none of them worked; I had to delete all cookies, history and offline content.

Hi. I believe this is a very generic error, and you need to look inside "Windows Update.log" to see the real cause (located under C:\Windows on WinXP). In my case the real cause was 0x800C0008 when trying to download the catalog.
It's a problem with Microsoft's XML parser when no language has been specified in Internet Explorer's languages list. (Wierd huh?) The KB article for this is at http://support.microsoft.com/default.aspx?scid=kb;[LN];302820
This may or may not be the cause of your problem. Check the log first and take it from there.

I tried all of these options... without much success. Error 0x800A138F. In my case the language setting in Internet Explorer (general tab-Language) was missing. Simple, but it did take hours to find!

Verify that Internet Explorer Is Using 128-Bit Encryption
Internet Explorer High Encryption comes with Internet Explorer 5.5 and above. It provides you with 128-bit encryption, the highest level of protection Microsoft can offer for your Internet communications, including credit card use and financial transactions.
There have been some occasions when the Cipher Strength appears as 0 in Internet Explorer. This can occur if the Schannel.dll, Rsabase.dll, or Rsaenh.dll files are missing, damaged, or of the incorrect version.
To check you have 128-Bit:
In Internet Explorer, on the Help menu, click About Internet Explorer
The level of encryption on your computer appears next to the words Cipher Strength. Verify that the Cipher Strength value appears as 128-bit
If it does then close the window. If it shows 0-Bit then you are going to have to repair the damaged files...
--And that was my problem: I lost 128-bit encryption. (How? I don't know.) I had to reinstall Internet Explorer 6 to fix it.

I tried everything that is listed on every other sites I could find, to no avail, until I found this page. It just so happens that I installed AdFree about the same time I noticed the difficulty with WindowsUpdate. I knew I had found the solution when I read your comments. And sure enough, all I did was delete that one server from the HOSTS file, and it was a done deal. You are a lifesaver!

I never did find the HOSTS file in my windows\System32\drivers\etc directory. In fact, I do not even have an etc subdirectory.

Very strange, I found a solution. I had previously reset my system bios. The time was off by a year. My desktop clock had Sept. 29th, 2002. Well, once I restarted my computer and syncronized my time with the windows time server, my update problems went away!

I am recieving the error described. I have tryed finding the entry in the HOSTS file, I cleared my SSL cache, I went to yje akamai.net site, but failed to load, I turned off IIS, and Norton Internet Security, and I used all references, but still have no luck running the windows update on XP Pro.

BUT, if I open this mighty fine page and click on the link: https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp followd by the link http://WindowsUpdate.Microsoft.com then it is possible for me to scan my computer..!!!??? I recently just figured out why we keep getting this error.
For the people who are getting this error, check the message when you get the certificate popup, it should tell you the exact message of why it is having an error. For me and I believe it will the same for most of you, it was the date on the system.! Hope this helps, Carlos!

I'm on Win98SE, and I kept getting error 0x800A0007 and couoldn't find any info on this silly error.
I tried checking the WinUpdate files, my hosts file, my language settings.
Finally, I updated my XML parser and boom, Windows Update now works.

i tried all of the above with no success, windows update works on internet sharing servr pc but not on client. i eventually found i needed to specify the freeserve cache on the client pc as well. IE tools, internet options, connections, lan settings, www-cache.freeserve.com port 8080
all is now well :)

Coincidently, about the same time I could no longer do updates, I cannot access any msn sites (specifically my hotmail account). Don't know if there is any correlation. Please help!

ATTN!!! IF YOU ARE USING A FIREWALL... YOU HAVE TO ADD THE
a248.e.akamai.net
ONTO YOUR TRUSTED LIST.. AND ALLOW IT TO CONNECT
on "ZONE ALARM"... you open it,
then go to" FIREWALL"
then to "ZONES" then find the bottom where it says "ADD>>" click it,
then click "HOST/SITE"
then put the zone on "TRUSTED"
on host name put "a248.e.akamai.net"
on description put anything... such as windows update... update... blah.. or whatever...
then CLICK "LOOK UP" and it should look up the ip address as soon as it finds the ip adress... click "OKAY" and try to update the windows again and it should work... it worked for me hope it helps you pepsh too!

When I tried connecting directly to a248.e.akamai.net, IE complained about a certificate that had either expired or was not yet valid -- despite the fact that the cert was clearly valid from 7/23/2003 - 7/23/2004 (today is 10/21/2003). I told it to accept the cert anyway, and windows update started working again. In the FWIW department...

You may get the error even without a firewall, spyware, virus/anit-virus.
Just check your IE settings.
Now in your Internet Options > Security > Internet Zone> Custom Level > Run ActiveX contols and Plugins = Disable.
This will disable Active X script running.
Restart IE.
Try to connect.
You should get a dialog box saying that your current settings don't allow you to run ActiveX.
Now in your Internet Options > Security > Internet Zone> Custom Level > Run ActiveX contols and Plugins = PROMPT.
This will prompt you before running the ActiveX control.
Exit IE
Startmenu> Windows Update
It works!!

I didn number #38. I open the Internet explorer, typed https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp, INSTALL the certificate and get access again to the updates at http://v4.windowsupdate.microsoft.com/es/default.asp. Thanks!!!

After I closed the explorer, I tried to get back to windowsupdate. And the same error appeared!!!
I tried deleting the iuctl.dll and the related ones, I tried changing the language in the explorer, I tried the certificate again (take a look inside ("PayPal.com" is in it!!! uhmmm ALARM!!ALARM!!ALARM!!ALARM!!). Ok. So the date!!! How can the date of the PC be!!! Well I had 3 oct 2001 (today is 1 oct 2003) so!!!??? I changed!!! everything worked!!! In the Microsoft Tech Forums there was a reference from Bruno!!! Thanks Bruno.

I had to enable TLS 1.0 (part of one's SSL settings in the advanced options) in IE before WindowsUpdate would work.

I just want to thank you all. I turned off my McAfee firewall and am now in the process of doing my much needed Windows Updates. And to think someone told me I was going to have to reinstall Windows XP. (I'll turn my firewall back on when my updates are finished.) I hope I can help you all someday.

I'm on Win98SE, and I kept getting error 0x800A0007 and Failior on working offline with Outlook 6 and my Hotmail account (0x80040154). These problems were solved after updating the XML parser and (indeed: anonymous on 15-10) BOOM!!!!!, Both work now.

Hopefully this isn't a repeat, but with the help of Microsoft support it was determined that the update process of WinXP has a conflict with some OKI printer drivers (my PC happened to be networked into an OKI printer). After deleting the OKI printer driver, XP updated with out a hitch. You will need to download updated OKI drivers to reinstall.

This didn't help. The file a248.e.akamai.net was not listed in my HOST file. There was only one entry in there. Also, when I did research on the Microsoft website, at one point I followed directions to go into my Reg Editor to correct a setting for a key: 'DisableWindowsUpdateAcess'. That key is not in my Reg Editor. I think that there is something bigger wrong with my laptop. Any guidance would be greatly appreciated!!

For some reason my ISP doesn't want to resolve the a248.e.akamai.net address. As a hack to get around this I added the following line to my hosts file (c:\windows\system32\drivers\etc\hosts):
63.208.194.73 a248.e.akamai.netThis line forces windows to a different mirror site. Note, this is a brute force fix, and might break other things that use the akamai server. I recommend placing the '#' character in front of the line so and only removing the '#' when you run windows update.Posted November 15, 2003 12:54 AM
Thank God smart people like you exist to help with esoteric technical problems such as these! After reading the various entries here, it looks like there are two main causes of this irritating 0x800A138F error:
Either 1. you need to remove the "a248.e.akamai.net" entry from your HOSTS fileOr 2. you need to make sure that your computer's clock reflects the current date.My problem was the latter. Another Windows Update Error
If you get Error # 0X80070000E it might be your version of IE. I had a computer with W2000 OS and IE 5.5 installed. Windows update got the the above error no matter how I tried to get it, from the Start button, the Microsoft Website, the akami links, nothing worked. hey, i just had one of those duhhhhh moments. i tried everything and could not get it to work. then i looked at the time on the pc that i was working on and it was totaly off... the date and all. corrected it and now the windows update works perfect! so thats it folks. make sure nothing is blocked and make sure your time is correct

Very interesting page. I couldn't actually find the solution for me but it gave some ideas. It may help someone else: run "sfc /scannow" - it recovers system files. Worked for me so I guess some related system file was corrupted.

I had the same issues with everyone else, and found out that is was a problem with Internet Explorer not having a language set. Go to (Tools)-(Internet Options)-(Click Languages button in the general tab) and be sure that there is a language set in there. If it's blank, add your language settings in there and run the update again. This is for all those who are not using spyware, firewalls, and everything seems to be checked out with the host file.

removing the url might be fine and dandy for those that haven't just done a fresh install of windows, the solution for those of you that can't get the updates on a new install is to clear the ssl state in tools/Internet options/content of your IE browser then navigate to https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/getmanifest.asp you'll have to accept the ssl certificate but after that you should be able to close your browser and then click on windows updates and you should now be able to do updates. I've done this on many many machines with this problem and it has always worked flawlessly.

I fixed mine by stopping using my ISPs web proxy service. Look in Tools, Internet Options, Connections, Lan Settings...
I use an autoproxy script, and it does speed things up usually. You have to close all IE windows before the change is enabled.http://wish i had time

This error code is not happening in safe mode. I have updated the computer to the most current state using safe mode. There are knowledge base articles about this code. Many of them are reinstalling dll that are associated with internet explorer. The problem is related to logging into a secure web site. One thing that Dell suggested was to install Opera and or Netscape Navigator. This I have done also. Well, my log showed the 0x800C0002 error. I was able to access the akamai site manually. I was failing with and without the ZoneAlarm corporate firewall running. I failed both via my home LAN and office LAN. I also failed on my other laptop the exact same way.
TSL is already enabled, language already selected. I redid these settings to no avail.Then I figured I would delete the temporary internet files (i.e. clear the cache). This seemed to do the trick for me. I suppose if I waited long enough, the files would have aged out on their own and things would have 'miraculously' started working again.Go figure...http://www.hillscapital.com/

The easiest way to get to your HOSTS file is to create a shortcut on your desktop, then cut and paste the following line into the Target line (right click the shortcut, select Properties). This is for WinXP.

Thanks for guiding me to the Hosts file. From it I deleted an old IP address for the V4.windowsupdate... site that I had put there using FastNet99 to speedup DNS Lookup. That fixed the problem. Thanks.

For Bellsouth customers,(PPPoE) if you are using a wireless/router change the MTU setting on the router to equal 1492. You can look up how to change this setting in the router manual. This usually defaults to 1500 on most routers. This fix was given to me by a friend who had the same problem and contacted Bellsouth support. Thanks to all for your help.

I found that if you have your own DNS server...flush the DNS cache on the DNS server and also do an "ipconfig /flushdns" in a command line and then retry the site.

Nice observation David! I've been struggling with a 0x80070057 through a couple of rebuilds, and it was down to my paranoid security policy. Disabling the requirement for FIPS compliant encryption protocols has sorted it for me.
