Because the best way to get somebody with the rocket launcher is by shooting at their feet. Less likely to miss and the rocket has good splash damange.

Why aren't I in this picture? Because if I was in it, it would ruin the beauty that these two posses. You know what's funny? Neither one of them are wearing underwear. You know what's funnier? How I figured this out. You know what's even funnier? The fact that I was playing Quake 3 when I made the discovery. No wonder I was constantly running into walls and shooting myself.
